Founded by philanthropists Homer and Rosemary Hartage, our work centers on protecting the vulnerable, empowering youth, and strengthening families through impactful programs and services.

Meet Our Founders

Homer L. Hartage
President & Thought Leader
Homer L. Hartage is a lifelong advocate for compassion, equality, and service. From delivering newspapers as a young boy to leading transformative initiatives in public service, business, and philanthropy, Homer’s journey has been defined by a deep commitment to people and community.
As the founder of The Hartage Foundation, Homer has built systems that protect the vulnerable, empower families, and open doors for young learners. His leadership is grounded in empathy, integrity, and action — proving that meaningful change begins with a caring heart and a shared purpose.
With over twelve years of experience in guardianship, Homer also provides financial services, including roles as Trustee, Personal Representative, Veteran Fiduciary, and Social Security Fiduciary. His life’s work is grounded in a lifelong dedication to advocacy, financial stewardship, and public service, including two elected terms as Orange County Commissioner, where he helped manage a $3 billion economy.

Rosemary Hartage
Co-Founder, The Hartage Foundation
Rosemary Hartage was a passionate philanthropist and visionary leader whose commitment to education, family care, and community empowerment helped shape the mission of The Hartage Foundation. Alongside her husband, Homer Hartage, she co-founded the organization to provide professional guardianship services and educational opportunities for underserved communities.
Rosemary played a pivotal role in launching initiatives such as the Hartage Family STEM Daycare, which engages children from low-income families in early learning environments focused on science, technology, engineering, and math. Her dedication to nurturing young minds and supporting families continues to inspire the Foundation’s work today.
Her legacy lives on through the Foundation’s scholarships, guardianship programs, and early childhood education efforts — each rooted in her belief that care, compassion, and opportunity can transform lives.
